摘　　要：社区(村镇)与政府是区域生态系统的重要利益相关者。社区(村镇)居民、基层干部、社区(村镇)精英等构成社区(村镇)的利益主体集合;政府官员、政府部门、政府组织整体等构成政府利益主体集合,二者表现出特定的利益诉求目标和行为取向特征。具有自治功能的社区(村镇)是毗邻区域生态系统发展的基础平台,是政府提供区域生态公共服务的功能依托。社区(村镇)发展区域生态系统既依靠居民(个体)的力量,又依靠政府推动。政府与社区(村镇)间区域生态利益博弈的基本方式在于合作,基本过程在于讨价还价。政府与社区(村镇)间区域生态利益博弈的均衡,需要高度关注其间利益诉求关系的辩证统一和平等互动;努力促进其间利益诉求互动的分工合作;充分利用其间利益诉求关系的协商互助;树立科学和谐的社区(村镇)区域生态利益发展观;建立政府与社区(村镇)间区域生态利益行为互动网络。Communities（villages and towns） and governments are the important stakeholders in the development of regional ecosystem. Interest entity sets of community （village and town） consist of community （village and town） residents, grassroot cadres, community （village and town） elites, and so on. Interest subject collections of government consist of government officials, government departments, total government organizations, and so on. Both of them show the specific interests targets and behavior characteristics, Community （village and town） with autonomous function is the basic platform for the development of regional ecosystem, and it is the functional support base of governments to provide public services of regional Ecosystem. Communities （villages and towns） developing the regional ecosystem benefits both rely on the strength of their residents, but also depend on the government to promote. The basic way is to cooperate, and the basic process is to bargain in the interests game on regional ecosystem between government and community （village and town）. In order to promote the game equilibrium between governments and the communities （villages and towns） about regional ecosystem, the features of dialectical unity, equality and interaction should be paid highly attention to, cooperation with a due division of labour should be strived to promote, negotiation and mutual assistance should be made the best of, the scientific and harmonious development concept of community （village and town ） developing regional ecosystem interests should be set up.The interaction networks of the actions of regional ecosystem interests between governments and communities （villages and towns） should be established.
