摘 要:电力行业在中国基础产业中占有十分重要的地位,电力体制的运行稳定和监管方式的革新能促进和保障国民经济的发展。自新中国成立至今,中国电力监管体制已初步完善,尤其是随着社会主义市场经济的发展逐步确定下来。但是,面对生态环境治理的新形势和经济新常态,中国电力监管体制陷入了协调等困境之中,需要抓住电力体制改革重启的契机,实现由单一政府主导的电力监管体制向社会主体多元参与的电力治理体系的转变。The electric power industry plays an important role in the basic industry of China. The stable operation of the power system and the reform of the supervision mode can promote and guarantee the development of the national economy. Since the founding of new China,China's electricity regulatory system has been initially improved,especially with the gradual development of the socialist market economy. However, in the face of the new situation of ecological environment governance and economic new normal, China's electric power supervision structural is in a dilemma?such as coordination and so on,and need to seize the opportunity to restart the reform of the power system, in order to achieve the transformation of the power governance system from a single government led electricity regulatory system to the multi participation of the social subjects.
