京津冀高等教育协同发展背景下“校府合作”模式研究

摘　　要："校府合作"是京津冀高等教育协同发展的探索,"校府合作"能够实现京津冀地区的优势互补,对京津冀协同发展具有重要意义。在京津冀地区实行"校府合作"具备政治基础、经济基础、现实基础。由于行政体制的限制、合作水平低下、教育资源不均衡等问题,阻碍了"校府合作"的快速推进,因此有必要为京津冀地区"校府合作"提供政策建议,实现高等教育优势互补,整体提升京津冀地区的高等教育水平。The cooperation between University and government is a new exploration of coordinated development of higher education in Beijing,Tianjin and Hebei.Cooperation between University and government can achieve complementary advantages of the three areas,and it has important significance for the coordinated development of the three areas.The cooperation between university and government has the political foundation,economy foundation and realistic foundation in the three areas.Because the administrative system,the limit,low level of cooperation and education resources balancing problems hindered the rapid development of cooperation between university and government,it is necessary to provide policy recommendations for the three areas cooperation between University and government.In this way,it can realize the complementary advantages of Higher Education and enhance the overall level of higher education in three areas.
