摘　　要：在分析国家水资源监控能力建设项目(海委部分)一期工程运行与管理现状的基础上,剖析运行实效和预期效果存在差异的原因,进而提出水资源监控系统运行管理工作改进的措施建议,以期为下一阶段的水资源监控系统部署与提升工作提供经验指导与工作参考。Based on the analysis of operation and management situation of the first phase construction project of national water resources monitoring capacity（division of Haihe River Water Conservancy Commission） system currently, the article discusses the causes of difference between actual effect and expected effect, and proposes the countermeasures and proposal of the systematic operation and management to supply experience direction and work reference for system setup and enhance during the next phase.
