摘　　要：从中俄两国信息安全立法背景、思路、效果、个人信息保护情况等多维度进行比较研究,分析两国异同点,着重研究我国还缺乏立法实践的涉及个人信息安全保护的内容,借鉴俄罗斯的立法实践经验和方法,从中挖掘出对我国立法有益的启示,提出促进和完善我国相应法律法规的建议,以期有效解决日益凸显的信息安全问题。This study makes a comparative study on the background, ideas, effects and the personal information protection of information security legislation between China and Russia as well as the similarities and differences of legislations between the two countries. The focus is on the content related to personal information security protection, for which is lacking of legislative practice. The study draws on the Russia＇s experience and method of legislation practice, digs up the beneficial revelation to the legislation of our country. On this basis, a proposal is made of promoting and perfecting China＇s corresponding laws and regulations in order to effectively solve the increasingly information security issues.
