摘　　要：为了解决题库建设过程中的独享性问题,教育部制定了"国家标准练习/测试互操作规范CELTS-10",指导各类学校的题库建设,但是实际应用差强人意,为此设计并实现了基于国家标准的通用题库系统。系统基于BS架构,采用遵循国家标准ASI概念数据模型的XML结构存储试题和试卷,功能上包含系统管理、题库建设、外部数据接口管理等模块,最终应用于在线考试和在线学习中,取得了良好的实际应用效果。In order to solve the exclusive questions and the lack of openness in the process of item- bank construction, the Ministry of Education formulated the ＂national standard practice/ test interoperability specification CELTS-lO＂to guide the Item-bank construction of all kinds of schools, but the actual application is far from being satisfactory, so General Item Bank System（GIBS） is designed and implemented. The system is based on BS architecture, adopts the XML structure of the national standard ASI conceptual data model to store test questions and test papers. Functions include system management, test database construction and external data interface management module. It has been applied to online examination and online learning, and has achieved good practical results.
