摘 要:针对电力市场环境下的可再生能源发电权交易模式,提出了一种适应发电权交易的可再生能源有功控制策略。首先,可再生能源发电控制通过跟踪火电机组的下旋转备用,实现电网调峰责任共担,并提出可再生能源场站限电状态准确判别方法。然后,采用发电权分级控制与基于实时发电能力再分配的精确控制策略,实现可再生能源场站发电权交易电量的合理执行,并保证了可再生能源发电指标的最大化利用。宁夏电网的运行实践结果表明了所提控制策略在可再生能源消纳、发电权交易及广义联络线控制等方面的有效性。In view of the generation right trade of renewable energy generation in the power market environment, a control strategy for renewable energy generation adapted to the generation right trade is proposed. Firstly, the renewable energy generation is regulated by tracking the lower spinning reserve of thermal units, to share the same peak responsibility with the conventional power resources. Meanwhile, a method to accurately identify the power constraint state of renewable energy generation plant is proposed. Then, a hierarchical control strategy and an accurate control strategy based on real time power generation capacity redistribution is adopted, which will make the execution of electricity for generation right trade implemented in a reasonable way, while ensuring the maximized consumption of renewable energy power. It is shown by the operation results in Ningxia power grid that the proposed strategy is effective in the renewable energy power consumption, generation right trade, and generalized tie-line control.
