摘 要:我国新一轮集体林权制度改革已取得丰硕成果,但在改革过程中依然面临林权流转不规范、林业服务体系不健全、林业金融支持力度不够和林业采伐限额管理制度不完善等障碍。总体看,应在经济先发地区推广林地"均股均利"政策,在经济后发地区继续推行分林到户政策及构建林业发展和森林碳汇联合组织。在此基础上,进一步规范集体林权流转,完善林业服务体系,强化林业金融支持体系建设,规范林木采伐限额管理。Chinas latest round of the collective forest right system reform has achieved fruitful results,but there are still many problems in the process of the reform,including forest right policy distortion,inefficient safeguard against the forestry households interests,unsound forestry market system and etc. This paper put forward some solutions,including promoting forest land " average stock and average dividend" policy in economic forwards regions,as well as carrying out the policy of dividing the forest to each household and the one of constructing forestry development and forest carbon sinks jointly in the economic backwards regions. Combining with the above top-level design,we offers some specific suggestions on promoting the collective forest right system reform.
