摘　　要：本文对进口散装粮食中转运输的现状进行了分析,认为在中转运输过程中,存在擅自提前调运、运输过程撒漏、私自改变流向、驳船偷盗等问题,这给外来有害生物的传入提供了条件。笔者认为,要对中转运输加强过程监管,通过运输前加强对进口粮食中转运输企业的备案、建立运输工具调运过程监管检查机制、建立运输全过程多元联系制度、对货物重量进行运输前后的对碰、利用信息技术对运输过程进行监控等措施,来实现进口散装粮食中转运输过程闭环监管。This article analyzes the current situation of imported bulk grain in transit transportation. There are several problems which would create conditions the spread of invasive alien species during the tran- sit, such as leaking, stealing, allocating and transporting in advance without allowance and changing the flow direction without permission. We think that it is necessary to strengthen the supervision of process during the transit transportation. For instance, collect information about the company before transporta- tion, to set up supervision and inspection mechanism on conveyance, to establish multiple connection system on the whole transportation process, to keep cargo weight consistent before and after transporta- tion as well as to monitor the whole transportation process by means of information technology. Accord- ing to the above method to realize overall supervision of imported bulk grain in transit transportation.
