江苏省卫生资源发展状况与对策研究

摘　　要：基于江苏省卫生统计信息,对江苏省2011—2014年卫生机构、床位、人员等资源状况进行统计描述,以掌握江苏省卫生资源的发展现状,分析在资源配置和利用等方面存在的问题和影响因素,探讨优化卫生资源配置的路径,为制定江苏省卫生资源配置方案提供参考。结果显示,江苏省卫生资源状况为民营医疗机构发展较快;优质医疗资源主要集中在医院,加重医院医师工作负担;基层医疗资源短缺;资源配置效率低。应鼓励社会资本办医;加大基层医疗机构的建设投入,提高基层资源利用率和服务水平;因地制宜调整结构和规模,合理配置资源。To understand the current situation of health resources in Jiangsu Province, analyze the problems and influence factors of health resources allocation and utilization, explore the way of optimizing health resources allocation, and provide references for health managers to allocate health resources reasonably, the article analyzed the data including health institutions, beds, and human resources from 2011 to 2014 in 3iangsu Province collected from information system of Jiangsu health statistics. The results showed that private medical institutions had developed rapidly, high quality medical resources were mainly concentrated in the hospital and made hospital doctors work burden heavier, resources of primary health care institution were short and resource allocation efficiency was low. Social capital in medical should be encouraged, and the government should increase the financial input in the construction of primary medical institutions to improve resource utilization and service level. At the same time, structure and scale should be adjusted to allocate health resources reasonably.
