摘　　要：计划生育监督是综合监督执法的重要组成部分。本文通过梳理法律、法规、规章和规范性文件,分析了计划生育手术、计划生育技术服务和母婴保健技术服务的内涵、外延,并对在计划生育监督工作中机构和人员资格常见的违法情形进行探讨,提出适用的法律建议,供立法者和执法者参考。Family planning supervision is an important part of the comprehensive supervision and law enforcement.By combing the laws,regulations,rules and regulatory documents,this paper analyzed the connotation and extension of the operation of family planning,family planning technical service and maternal and child health services,and discussed the common illegal circumstance of the institution and personnel qualifications in the family planning supervision,The applicable suggestions of laws and regulations were put forward,which can be used for the reference of the legislator and the law enforcement officials.
