国有企业行政领导干部落实党建工作责任的实践和思考

摘　　要：国有企业"双向进入、交叉任职"的领导体制,要求担任党组织副书记(常委或委员)的行政正职履行重要领导责任,领导班子中除党群副职外的其他党员干部履行"一岗双责"。茂名石化公司行政领导干部在工作实践中,从始终坚持"首先是党员领导干部"的定位、真正践行"在经济领域为党工作"的理念、坚决落实领导干部"一岗双责"等三个方面,认真落实党建工作责任制,为公司持续提升核心竞争力,提供了强有力的思想、政治、组织和环境保证。According to the leadership system for state-owned enterprises that ＂leaders should hold Party and government posts concurrently＂, an administrative principal that serves as the deputy secretary of Party organization （member of standing committee or member） should carry out important leading responsibilities, and other Party members in the leadership group aside from deputies should take ＂double responsibilities in one position＂. The administrative leadership of SINOPEC Maoming Company has been conscientiously implementing the Party building responsibility system by unswervingly adhering to the positioning that ＂leaders are Party members in the first place＂, following the philosophy of ＂serving the Party in the economic field＂ and resolutely implementing the requirement that ＂leaders should assume double responsibilities in one position＂, thus providing strong ideological, political, organizational and environmental support for the company＇s effort to continuously improve its core competitiveness.
