摘　　要："互联网+"行动计划对政府回应力提出了新的实践要求。政府回应力作为现代政府治理能力的重要内容,与"互联网+"有着深刻的内在逻辑关联。"互联网+"背景下政府的认知水平、反应程度、处置能力以及调控能力四个维度,构成了"互联网+"背景下政府回应力的四维结构。当前,政府回应力正面临认知困境、反应迟缓、能力弱化和调控失效等方面的现实困境。必须从革新观念、更新知识体系;加速推进大数据、云计算技术应用;优化环境、鼓励制度创新以及营造合作共治的网络体系等四个方面提升政府回应力。The＂Internet plus＂action has inevitably brought about new practical proposition and realistic appealing for modern government management. Government response capacity is the core of the modern government governance capacity,while the＂Internet plus＂has deep relations with the government response capacity; the＂Internet plus＂action plan has endowed the government response capacity with new connotation of practice,this article analyzed its internal structure,and based on the government＇s awareness degree,reaction ability,treatment level on this action,established the four-dimensional model under the background of＂Internet plus＂,and conducted analysis on its basic characteristics,then from the perspectives of idea renewal,technique advance,system supporting and multi-governance,this article proposed the operational path to improve the government response capacity under the background of＂Internet plus＂.
