维和人员性侵问题“零容忍”政策的困境及对策研究

摘　　要：联合国维和行动的一个主要职责是保护平民免受暴力侵害,然而,部分维和人员很快演变为施暴者。他们利用其地位和资源,对平民进行性剥削与性虐待。联合国虽然制定了关于性剥削与性虐待的"零容忍"政策,但维和人员性侵丑闻还是层出不穷。分析维和人员性侵问题现状和原因,初步探析了联合国"零容忍"政策及其困境,并提出了解决维和人员性侵问题的举措与建议。One of the main responsibilities of the United Nations peacekeeping operations is to protect civilians from violence. However,some of peacekeepers become the perpetrators who using their special identities to have sexual exploitation and abuse of civilians when they deploy in a country. And the sex assault scandal of peacekeepers emerged endlessly even though UN has made＂zero tolerance＂policy to avoid it. The article analyzes the present situation and reasons of peacekeepers sex assault problem,and explores the＂zero tolerance＂policy and it＇s dilemma,and puts forward suggestions to solve this problem.
