摘　　要：以措施数量导向为特点的绿色节能建筑评价标准在方法论上并不合理。文章针对寒冷地区公共机构办公建筑,研究提出了一种实际性能导向的建筑环境能源效率评价体系,介绍了其基准值、评价框架、技术措施等相关内容。并利用这一评价体系对京津地区3个建成案例进行了试评。Green building assessment standards, which are considered to be measure quantity oriented, are not reasonable from the view of methodology. This article provided an actual performance oriented building environmental efficiency assess-ment method for public authorityJ s office buildings in cold area, introduced its reference value, assessment framework, and implementation method. And applied this assessment method to 3 built projects in Beijing and Tianjin for case studies.
