摘　　要："十三五"是中国经济进入新常态以来的第一个五年规划期,也是石油领域进一步深化改革的关键期和收获期。中国石油行业发展的重点是继续加大上游投入,控制和化解炼化产能过剩问题,通过深化改革进一步激发行业活力,尽快建立起完善的现代石油市场体系。应充分发挥市场在石油行业资源配置中的决定性作用,系统谋划,敢于突破,激发活力,努力实现中国石油行业的又一春。The 13^th Five-Year Plan is both the first period when China＇s economy came into New Normal and the crucial and harvesting time to further deepen reform for the oil industry. China＇s oil industry should continue to intensify upstream investment, control resolve overcapacity of refining sector, unleash industry vitality by deepening reform, and set up a perfect modern petroleum market system as soon as possible. It should perfectly let market play the decisive role in resources allocation, and make efforts to achieve a new spring of the oil industry by systematically planning, brave breakthrough, and triggering vigor.
