摘　　要：2016年,俄罗斯油气工业发展保持平稳,原油产量达到5.48亿吨,比上年增长2.7%;原油一次加工量2.81亿吨,比上年下降0.7%;原油出口量2.55亿吨,比上年增长5.1%。天然气产量6402亿立方米,比上年增加1.1%。天然气出口量1987亿立方米,比上年增加7.1%;中俄东线天然气管道进展顺利,"北流-2"管道项目成立合资公司受阻,"土耳其流"天然气管道建设签署政府间协议。俄政府调整油气工业税收政策提升财政收入,推行乌拉尔油期货交易,扩大与亚洲国家的油气合作。2017年俄社会经济发展趋势将继续好转,GDP将扭转负增长的局面,通货膨胀进一步得到遏制,国内油气产量与出口量会保持平稳并略有增加的态势。In 2016, Russian oil and gas industry development kept steady. Its crude oil production reached 548 million tons, a year-to-year increase of 2.7%; the processing volume of crude oil was 281 million tons, a year-to-year decrease of 0.7%; crude oil exports amounted to 255 million tons, a year-to-year increase of 5.1%; it also produced 640.2 billion cubic meters of natural gas, a year-to-year increase of 1.1%; natural gas exports was 198.7 billion cubic meters, a year-to-year increase of 7.1%. Meanwhile, the construction of east Russia-China gas pipeline progressed well, while the establishment of a joint venture of the Nord Stream-2 gas pipeline was blocked; the government agreement on construction of the Russia-Turkey offshore pipeline was signed. Moreover, the Russian government increased the government fiscal revenue by continually adjusting the oil and gas industry tax policy and expanded the oil and gas cooperation with Asian countries by promoting the Urals oil futures trading. In 2017, it is predicted that Russia＇s social and economic development will continue to improve, GDP will reverse the situation of negative growth, inflation will be further curbed, and the domestic oil and gas production and exports will remain stable and slightly increase.
