摘　　要：建国之初将"科学院"设置为中央政府的行政部门,是科学史上的一个特例。根据散见文献资料和参与筹建科学院成员们的回忆,作者推定负责"组阁"的周恩来于1949年3月下旬形成了上述构想,并同时确定由郭沫若担任院长一职。郭当时具有多重社会角色,一是中央研究院院士,二是著名的无党派民主人士,三是长期隐蔽的中共"特别党员"。It＇s a special case in history of science to set up the Academy of Science as an administrative department at the beginning of the Chinese new regime. According to the scattering documents and memories of the participants in the founding of CAS, the author presumed that the idea was conceived in the late March, 1949 by Zhou Enlai who was authorized to organize the government and determined to assign Kuo Mo-Jo as president ofCAS. Kuo had multiple social roles at that time： 1. Academician of Academia Sinica; 2. famous democrat without party affiliation; 3. long-term hidden identity of ＂special CP member＂
