地方政府绩效评估价值偏差及其消解——基于商谈民主的视角

摘　　要：价值趋向是地方政府绩效评估的前提。当前,政府与公民的疏离成为政府绩效评估价值偏差形成的主要原因。以哈贝马斯为代表的商谈民主理论主张公民通过辩论、协商、对话等方式参与政治生活,为代议制民主下政府与公民的互动提供了新视角。基于商谈民主视角,本文从政府官僚组织、公民政治参与以及公民与政府间对话机制方面,分析了地方政府绩效评估价值偏差的主要障碍,提出通过政府自身改革、培育理性现代公民以及构建公民参与的"话语权"保障制度,以提升地方政府绩效评估质量。The value tendency is the premise of the local government performance evaluation. At present, the alienation between the government and the citizens has become the main reason for the formation of the value deviation of government performance evaluation. The democratic theory of citizen discourse represented by Habermas through participation in political life, consultation, dialogue and debate, provides a new perspective for the interaction between the government and the citizens of representative democracy. Based on the perspec- tive of deliberative democracy, this paper, from the aspects of the government bureaucracy, political participa- tion and dialogue between citizens and government mechanism, analyzes the main obstacles of local govern- ment performance evaluation value deviation, proposed by the government＇s own reform and cultivating rational modern citizens and constructing the guarantee system of citizen participation in the ＂ discourse＂, in order to improve the local government performance evaluation quality.
