摘　　要：权力异化折射权力伦理的深度缺失和制度伦理的严重乏力。重视权力伦理,重构制度伦理是廉政建设的重要方向,也是制度反腐的必然选择。制度伦理的构建,应彰显制度伦理价值,厘清伦理与制度的关系,遵循制度伦理法则,重视制度伦理设计。The alienation of power reflects the lack of power ethics and the serious lack of institutional ethics. It is an important direction of building an honest and clean government, and also an inevitable choice of institutional anti-corruption to attach importance to the power ethics and reconstruct the system ethics. The construction of institutional ethics should highlight the value of institutional ethics, clarify the relationship between ethics and system, follow the rules of system ethics, pay attention to the design of system ethics.
