摘 要:为科学评估煤炭炼焦、兰炭生产、煤制气以及褐煤热解等煤化工产业伴生大量的高温、中低温及低温煤焦油加氢制油技术,以某企业5万t/a煤焦油采用固定床加氢制油技术为案例研究,筛选出经济成本、技术特性、资源能源消耗、资源综合利用、污染物产排特征5个一级指标和16个二级指标.通过专家赋值、权重计算和企业实值评分,计算出各单项指标得分以及该企业煤焦油加氢制油技术评估的综合得分为4.32分,>3.5的评估标准,可判定该企业煤焦油加氢制油技术属于煤焦油综合利用最佳可行技术.In order to scientifically evaluate the hydrogenation producing oil technology of like high temperature, medium temperaatre and low temperature coal tar from the production process of coke making, semi-coking producing, coal gasification and lignite pyrolysis, an enterprise, 5×10^4t/a production scale and coal tar hydrogenated to produce oil using fixed-bed equipment, was taken as a case analysis. 5 first level evaluation indexes (economic cost, technical characteristics, resources and energy consumption, comprehensive utilization of resources and pollutants production characteristics) and 16 secondary level evaluation indexes were selected. Through expert scoring, weight calculating and real-valed grading of the enterprise, each single index score of the coal tar hydrogenation producing oil technology was obtained, therefore the comprehensive evaluation score of the enterprise case was calculated to be 4.32, which is much higher than the evaluation standard 3.5. According to the evaluation result, the technology of coal tar hydrogenation producing oil could be determined to be the best available technology of coal tar comprehensive utilization.
