摘　　要：随着新型城镇化建设的加快,城镇居民人口及其住房需求增多,虽然小产权房一直受到政府监督和严管,但其仍旧受到许多城镇居民和农民工等中低收入阶层的青睐。文章借助完全信息静态博弈理论,构建模型对集体外购买者和政府对待小产权房问题的策略选择进行解释和博弈分析,找出集体外居民购买小产权房的博弈根源,并就博弈双方在小产权房上的矛盾给出对策建议。With the speeding up of the new urbanization, urban population and the increased demand for housing, although the small property right has been under government supervision and sympathetic, but it still faces many urban residents and migrant workers in the favour of low-income groups. Article with the help of a complete information static game theory, constructs the model of collective outside buyers and government towards the strategy choice of the small property right problem faced for interpretation and game analysis, find out the collective small property right of citizens to buy outside game source, and the game both sides in the contradiction of small property right gives the countermeasures and Suggestions.
