地方政府绩效管理工具运用机制对政府绩效的影响——基于我国地级市层面的实证研究

摘　　要：现有文献对政府绩效管理工具采纳的原因和影响研究较多,但对其采纳后的运用机制解释较少。本文通过回溯研究全国208个地级市政府绩效管理工具的采纳和运用情况,采用栅格精确匹配(CEM)和双重差分估计(DID)的方法组合,验证了绩效管理工具运用的动力机制、工具选择和运用策略与政府绩效提升之间的因果关系。研究结果表明,采纳自主性增强、府间竞争增强都有助于显著提升政府绩效;目标管理类、效能监察类、外部评价类绩效管理工具,分别有助于提升政府绩效的不同方面;保持稳定的压力传导机制,即以立法形式确认绩效管理制度、党政一把手亲自挂帅、绩效管理向区县级政府延伸、重视绩效管理结果的运用等措施有助于提升政府绩效;保障绩效管理的科学性和顾客导向价值,即政府部门自行负责绩效管理工具运用、加入公众评价因素有助于提升政府绩效。In the literature, there have been several studies on the cause and effect of performance management tools, but few explains the applying mechanisms after it is adopted. In terms of the quantitative study, the dissertation testifies the causal relationship between dynamic mechanism, tool selection, operation strategy and the promotion of government performance by building a ＂performance tools application＂ database which covers 208 prefecture-level city governments and combining the coarsened exact matching method and difference-in-difference estimation method. This study finds that （ 1 ） The stronger subjective motive force and intergovernmental competition can bring about better performance of tools application; （ 2 ） The different performance tools, including target management, efficiency supervision and external evaluation, show different effect in different aspects; （ 3 ） Stable pressure transmission mechanisms, such as supervising performance management system by legislating, letting party and government ＂leaders＂ being leaders of the system and the adoption of promotion incentives and introducing the performance management into county governments can help improve the effect of performance tools application; （4） To ensure the scientific principle of performance management and customer value orientation, such as adopting public evaluation, has positive effect On performance tools application.
