摘　　要：产业集群升级发展与区域物流体系有着密切联系,两者相辅相成。亳州拥有全国最大的中药材产业集群,但随着产业集群规模的不断扩大,集群企业组织化程度低、产业链上下游企业分工不明确、产业配套服务平台建设滞后等问题逐渐突显。在分析产业集群与区域物流协同发展价值的基础上,结合亳州中药材产业集群的现状,构建了产业集群与区域物流体系协同运行的物流外包、资产整合、股权合作三种机制,并针对三种运行机制分别提出了联合采购、集中仓储、共同配送,物流功能协作、建立物流联盟企业,新设股份制中药材物流企业等实现路径。The upgrading and development of industrial cluster has a close relationship with regional logistics system, and they supplement each other. Haozhou has the largest domestic Chinese medicine material industrial cluster, but the enterprise organization degree is low with the enlarging scale, the division of up-stream and down-stream is ambiguous, the industrial suit service platform construction is lagged. Based on analyzing the foundation of synergy development of industrial cluster and regional logistics, this paper establishes the logistics outsourcing, capital integration, stock rights cooperation by combining the status quo of Haozhou Chinese medicine materials industrial cluster, and puts forward united purchasing, concentrated storage, co-delivery, logistics function cooperation, establishment of logistics association, build stockholding logistics enterprises and other realizing path.
