“全面两孩”政策背景下计划生育利益导向政策的完善

摘　　要：我国计划生育政策的战略转向,"全面两孩"政策的正式实施,必然要求计划生育利益导向政策作出必要的调整。通过对计划生育利益导向政策的梳理,分析了不同类型利益导向政策存在的问题与面临的困境。结合"全面两孩"政策调整提出计划生育利益导向应当坚持"老人"老办法,增设"新人"生育奖励计划、强化计生家庭福利保障和风险补偿政策为基本走向的改革建议。With the strategic turn of family planning, the ＂universal two -child policy＂ has been put into implementation, which also requires the timely adjustment of interest - oriented family planning policy. This paper reviews the categories of interest - oriented family planning policy, and analyses the problems and dilemma the policy is faced up with. Meanwhile, considering the adjustment of ＂univer- sal two - child policy＂, the author holds the opinion that former policy should be retained, encouraging plan of childbearing should be established, and family welfare guarantee and risk compensation policy should be strengthened.
