农民工集群行为参与惯性分析

摘　　要：由于转型期正式利益表达渠道不完善,农民工群体在遭受权益受损时易选择集群行为的非正式方式进行维权抗争。正式渠道缺失,而"闹大"方式有效,造成农民工集群行为参与的惯性。基于政治系统理论,构建了农民工集群行为循环模型,并结合2013年S市和2015年Y县的农民工调查数据,探讨了基于政府信任中介效应的农民工集群行为参与惯性机制。研究发现,农民工集群行为参与存在惯性,其惯性机制表现为集群行为参与经历通过降低政府信任水平从而增加农民工未来集群行为参与的意愿。对农民工集群行为的治理在于疏通,而非反应式处理。政府需要一方面加强正式利益表达渠道的建设和完善,另一方面在农民工集群行为中扮演好第三方调解角色,防止因政府信任缺失而造成的农民工集群行为参与惯性。Since formal channels for expressing interest has not been perfectly constructed in the period of so- cial transformation,Chinese migrant workers may have large possibility to select informal channels, like collective action, to protest by themselves when their rights are infringed. The effectiveness of ＂blow up＇approach and the lack of formal channel co-result in the collective action of migrant workers. In this article, we construct an circula- tion model of migrant workers＂ collective action which is based on the political system theory, and then discuss the participation inertia of migrant workers~ group behavior based on mediating effect of government trust, combined with the data of migrant worker surveys in city S in 2013 and county Y in 2015. The study found that migrant workers have inertia of attending collective action, inertia performs as experience for the collective action reducing the level of government trust, thereby increasing the willingness of collective action involvement. The point of col- lective action＇s governance is not reactive process, but dredging. On the one hand, the governments need to strengthen the construction of formal channels for the expression of interest. On the other hand, governments should play a third-party＇s mediation role in order to prevent the participation inertia of migrant workers＂ collective action caused by the lack of trust to government.
