摘　　要：作为曾经的教育行政部门领导,周远清教授为中国高等教育的改革发展实践与理论研究同步推进、为高教界理性之思风尚的形成作出了特殊贡献。是他开创了高等教育重大决策部署"理论先行"新风尚;他为凝练高等教育"理论要点"和面向"21世纪的中国高等教育"课题研究功不可没;他又是"建设高教强国"和"高教思想体系"重大课题研究的旗手。他提出"高等教育思想是高等教育改革发展的灵魂"和"建设高教研究强国"的建议,反响强烈。As the previous leader of the educational administration department, Professor Zhou Yuanqing has made special contributions to the reform and development of higher education in China as well as the formation of rational consideration in the field of Higher Education. He created the new fashion of ＂Theory First＂ in higher education major decision-making. He has made great contributions to the refining of ＂key theoretical points＂ of higher education and the research of Chinese higher education in the twenty-first Century. He is the standard- bearer of the important projects such as ＂construction of powerful higher education＂ and ＂the ideological system of higher education＂. He put forward the idea that higher education thought is the soul of the reform and development of higher education and the suggestion of building a powerful country of higher education research, which have strong repercussions.
