摘　　要：近年来,随着改革的深入发展,依法治国已经被提升到新的高度。然而,在经济建设过程中,由于地方政府、开发商、村民之间存在政治伦理共识的矛盾冲突而导致的恶性事件呈上升趋势,其与依法治国背道而驰。通过程序性商谈达成政治伦理共识是形成公共权益与个人权益达成有效共识性的客观基础,是解决矛盾冲突的有效路径之一。In recent years, with the in-depth development of reform, the rule of law has been promoted to a new height. In the process of economic construction, however, due to local governments, devel- opers and villagers consensus between the political ethics of conflict, and cause the malignant event is on the rise, with the rule of law. Programmed through negotiations to reach a consensus on political ethics is a form of public rights and personal rights and interests to achieve effective- ly the objective basis of consensus, one of the effective path to solve the conflict.
