摘　　要：福建省作为国家集体林权制度改革的试点省份,为推进林权改革积累了丰富的实践经验。剖析福建省集体林权改革各阶段中地方政府的行为逻辑,将其概括为地方政府的作用地位、作用主体、制度工具、制度目标、制度环境、制度绩效六个方面,进行历史与现实的比较分析,以期为深化集体林权制度变迁提供理论与现实参考。Fujian province, As a national pilot of collective forest right system reform, was accumulated rich practical experience . The paper Analysis the behavior logic of Fujian province local govern- ments in the each stage of the collective forest rights reform, such as ：the role position, the main character, the system tools, the system target, the system environment, the system performance. From these aspects, it also analyze the collective forest rights reform with the aspect of history and reality, in order to provide theoretical and practical reference for deepen the system of collec- tive forest rights change.
