产业转出地“中等收入陷阱”风险的影响因素——基于利益相关视角

摘　　要：如何跨越"中等收入陷阱"是当前中国产业转出地面临的重大课题。文章以利益相关视角,分析产业转出地企业合作行为、政府干预行为和社会公众参与行为对"中等收入陷阱"风险的影响,利用典型县域产业转出地和内部企业的调查数据,运用结构方程模型进行实证分析,研究结果表明:企业行为对降低直接性经济风险作用最强,社会公众行为不仅对降低扩散性经济风险作用最大,而且是唯一能使两类风险"双降"的行为。要有效规避"中等收入陷阱"风险,政府应利用传统产业转出为契机,鼓励竞争优势企业加大研发投入,增强内生性创新动力和能力,减少对企业直接干预,而将财政更多运用在就业培训和完善社会保障体系方面,缓解产业转出对就业和收入增长的不良冲击,同时要向社会提供充分的要素供求信息以及便利的要素流动和交易环境,提升社会公众参与地区经济转型的积极性和可能性,调动全社会创新支持力量跨入更高收入阶段。How to cross the ＂middle-income-trap＂ is a major issue China＇s industry-transferring regions are facing with. From the per- spective of the behavior of interest relatives, this paper discusses the effect of the behavior of enterprise cooperation, government interven- tion and public participation on the ＂middle-income-trap＂ risk of industry-transferring regions. By establishing the structural equation model and using the data of typical industry-transferring counties and internal cooperative enterprises, the study shows that enterprise co- operation is most important to reduce the direct economic risk, and public participation is not only the most important factor to reduce the diffuse economic risk but also helpful to reduce the direct economic risk. To effectively avoid the ＂middle-income-trap＂ risk, the govern- ment should use industrial transfer as an opportunity to encourage dominant enterprises to increase the endogenous motivation and innova- tion capability by their R＆D investment, reduce the direct intervention to enterprises, and put more finance in employment training and the social security system to alleviate the adverse impact of industrial transfer. Moreover, the government should provide sufficient informa- tion of the supply and demand of production elements to the society, and facilitate their flow and transaction to enhance enthusiasm and possibility of public participation in regional economic transformation, so that the innovation of the whole society can be fully mobilized to enter higher income stage.
