摘 要:针对中国西北地区新能源电能大量富余,"弃风"、"弃光"现象严重,消纳矛盾突出的现状,笔者在发电权市场交易理论的基础上,梳理出考虑新能源消纳的跨省跨区发电权交易能够实施的前提条件、双边/多边交易流程和市场交易模式,并对考虑新能源消纳的跨省跨区发电权交易机理和原则进行了分析,建立了基于煤耗量和污染物排放最小的交易收益模型。最后以甘肃和湖北两地的模拟交易为例进行计算,结果表明,考虑新能源消纳的跨省跨区发电权交易是一种新颖而有效的交易模式,在解决新能源电能富余及消纳问题方面可以发挥积极有效的作用,并对未来远距离发电权交易具有重要理论和实践意义。New energy resources and electric power in northwest China are of significant surplus, which contributes to the abandonment of wind and luminous energy resources and brings serious contradictions of accommodation. Based on the theory of electric power market transaction, this study comprehensively analyzes the preconditions of interregional new power generation right transactions, the bilateral/multilateral exchange process, and market ex- change patterns in the area considering accommodation of new energy resources. Moreover, mechanisms and prin- ciples of such kind of transactions are explored, and exchange revenue models are built up based on the smallest coal accommodation and pollutant discharge amount. Eventually, simulated trades in Gansu and Hubei provinces are taken as examples. Results demonstrate that the exchange pattern of interregional power generation right con- sidering accommodation of new energy resources is creative and effective. Moreover, it can play an active role in relieving the surplus of new energy resources and electric power as well as in solving contradictions of accommodation. Therefore, it is of considerable theoretical and practical significance for remote power generation right trades in the future.
