石油装备制造建设项目后评价的思考

摘　　要：石油装备制造业对油气主业的发展具有重要作用,先进的石油装备是石油工业发展的前提保障。2003年至2013年中国石油天然气集团公司实施了一批石油装备制造类项目,使中国石油装备制造业务保障能力明显增强,形成了具有较大规模和较强实力的石油装备制造体系。本文对其中7个典型后评价项目进行了回顾,分析了实施效果,总结了建设经验,提出了应吸取的教训,并对石油装备制造业的可持续发展提出了若干建议。The equipment manufacturing industry plays an important role in the development of the petroleum industry. Advanced petroleum equipment is the prerequisite for the development of the petroleum industry. Some equipment manufacturing projects were implemented from 2003 to 2013 in CNPC. These protects made the support capacity enhanced significantly, which formed a large-scale and powerful petroleum equipment manufacturing system. This paper reviews seven typical post-evaluation projects, analyzes the implementation effect, summarizes the construction experience and shortcoming, and puts forward some suggestions for the sustainable development of the petroleum equipment industry.
