京津冀协同发展进程中的保定优势与保定方略——以政府间博弈与政企博弈为视角

摘　　要：当前中央对于京津冀协同发展的战略是既定的,但总体上还处于战略安排阶段,对区域合作和产业转移的具体细节并未多加干涉,在此背景下,京津冀三地之间、河北省内各地方政府之间往往处于信息不对称的状态,在决策上呈现一种博弈关系。同时,地方政府对在京企业的转移意向不摸底,往往造成重复建设、无序竞争和资源浪费。因此,需要加大上下级政府之间、地方政府与驻京企业之间的信息沟通和协调的力度,以更好地完成产业对接和转移。为此,保定市也有必要加大产业信息的收集力度,做到在京津冀协同发展过程中有的放矢,有所取舍;在产业结构调整当中敢于突破旧有格局,大胆创新;注重特色引领,形成品牌效应;加强公共服务配套,筑巢引凤。The central government＇ s strategy for the integration of three regions, Beijing-Tianjin-Hebei, is established, but it is still in the stage of strategic arrangement, there is no more specific intervention to the regional cooperation and industry transfer. On this background, a situation of asymmetric information among Beijing Tianjin and Hebei , among local governments of lower level within Hebei province appears,which leads to a relationship of competitive game on decision making. At the same time,the local governments don＇t know when or to where the enterprises in Beijing want to transfer out, so it often causes redundant construction, disorderly competition and waste of resources. Therefore, efforts need to pay to increase the information communication and coordination between superior and subordinate governments, among local governments, and between enterprises in Beijing and local governments, so as to better complete industrial connection and transfer. So, the Baoding city should also increase the intensity of industry mformation collection, make its,choice of accept or reject reasonably in the process of integration of the Beijing-Tianjin-Hebei region. Bravely break the old pattern of the industrial structure and make innovation; At the same time, economy should be led by their characteristics and form brand effect; strengthen the public service, for the purpose of attracting outside investment and talent.
