摘　　要：城市是人类构建的高度复杂、一体化的生命体,公共领导力是现代化特大型城市的核心竞争力,决定着所管辖城市的特质。"强区放权"是深圳市党委政府立足于新的时代背景,在问题导向和目标导向下,为提升区域辐射力、更好地参与全球化竞争,实施的旨在提升政府治理体系和治理能力的一场主动改革,是化解发展瓶颈、增强城市未来竞争力的重大举措。只要这场深刻变革能够持续推行下去,久久为功,不断深化并拓展范畴,必将使深圳的城市建设、社会管理和公共服务按照先进城市的标准,尽快实现现代化、国际化和创新型政府的发展目标。A city is a highly complex and integrated living organism built by mankind. Public leadership is the core competitiveness of a modern mega city and so defines the characteristics of the city it serves. Under the new historical background,the CPC Shenzhen Municipal Committee and Shenzhen Municipal Government strive to strengthen Shenzhen＇s position in regional and global competition. To that end,the Government takes a problem-oriented and target-oriented approach and initiates a reform to deregulate and delegate powers to the district-level in an attempt to improve governance system and capability,remove obstacles to development and enhance competitiveness.As long as the reform continues to advance in extent and scope,the standard of ＂advanced city＂ in terms of urban construction,social management and public service will be met and the goal of a modern,internationalized and innovative government will be realized in the near future.
