摘　　要：分蓄洪区是平原防汛防洪的一项重要措施,但其工程建设普遍滞后,与中央政府、地方政府、社会群体和个人等投资不足密切相关。本文从博弈论的视角、用纳什均衡模型来分析中央政府和地方政府在分蓄洪区工程建设投资中出现的博弈问题,并以洪湖分蓄洪区为例,按不同的投资规模具体解释在蓄洪工程建设投资中主要依靠中央政府、而分蓄洪区政府投资不足的原因,最后有针对性地提出分蓄洪区走出工程建设投资困境的对策建议。Flood diversion area is an important measure of flood control in plains. The construction lag issues is prevalent,which is related to lack of investments from central government,local government,social and personal and so on. From the perspective of game theory,to analyze the central and local governments dilemma game appear in flood diversion area construction Investment using Nash equilibrium. And taking Honghu flood diversion area for example,according to the different scale of investment,specific explain detention in the engineering construction investment mainly relying on the central government,and partly because of the lack of government investment in flood storage area. Finally puts forward？pertinence countermeasures？so that can guide construction investment of flood diversion area out of dilemma.
