PPP项目城市投资环境综合评价——以15个副省级城市为例

摘　　要：为了促进PPP项目在我国城市基础设施和公共服务领域的顺利推广、提高PPP项目的成功率,在分析PPP项目所需外部投资环境的具体特点的基础上,建立了PPP项目城市投资环境评价体系,运用层次分析法确定了各个指标的权重,并对15个副省级城市的PPP项目投资环境进行了定量评价。研究结果表明:政府公共治理能力是影响PPP项目城市投资的最重要因素,其余依次是制度环境因素、经济发展状况、市场发育程度。In order to promote the smooth promotion of PPP project in China＇s urban infrastructure and public services field,and improve the success rate of PPP projects, on the basis of analyzing the concrete characteristics of external investment environment in PPP project, this paper sets up an investment environment evaluation system of cities for PPP project. The weight of each index is determined by AHP ,and the investment environment of 15 sub-provincial cities is evaluated quan- titatively. The results show that governmental public governance ability is the most important factor while the others are institutional environment factor, economic development and market develop- ment degree.
