托管模式下基层中医院护理质量评价标准的建立和实施

摘　　要：目的 建立托管模式下基层中医院的护理质量评价标准.方法 2011年北京市大兴区中医医院整体托管给中国中医科学院广安门医院,在评估基层中医院的护理质量的基础之上,引入和借鉴三级甲等中医医院的护理质量评价标准,建立适合自身特点的评价标准,并持续改进.结果 2012-2015年病房的护理管理质量检查得分分别为（90.58±8.44）、（92.61±8.14）、（92.82±7.81）、（93.43±6.92）分;中医护理技术耳穴贴压操作考核全院平均分由（93.22±8.32）分上升到（96.61±4.90）分;西医护理技术CPR操作考核全院平均分由（92.11±8.31）分上升到（97.32±3.53）分;患者满意度由2012年的96%上升到2015年的97.6%;各项护理质量指标均呈良性上升趋势.结论 在托管模式下,基层中医院积极探索、建立和实施适应于自身特点和发展需求的中医护理质量评价标准和管理模式,对提升中医护理服务能力、提高护理质量和医疗质量、为医院发展和医改政策的有效落实将起到重要的作用.Objective To establish the nursing quality assessment standards in primary traditional Chinese medical hospital under the trusteeship mode.Methods After assessment the nursing quality in the primary traditional Chinese medical hospital,the nursing quality assessment standards of a tertiary general hospital were brought into the primary traditional Chinese medical hospital under the trusteeship mode.Results The score of nursing quality in the primary traditional Chinese medical hospital from 2012 to 2015 was （90.58±8.44）, （92.61±8.14）,（92.82±7.81） and （93.43±6.92）,respectively. The average score of auricular application increased from （93.22±8.32） to （96.61±4.90）. The average score of CPR increased from （92.11±8.31） to （97.32±3.53）. The patients′ satisfaction increased from 96% to 97.6%. All the nursing quality indicators showed a positive upward trend.Conclusions Establishment and implementation of the nursing quality assessment standards in primary traditional Chinese medical hospital under the trusteeship mode according to their own features and the needs of development can improve the nursing service ability of traditional Chinese medicine, the nursing quality and medical quality. It will play an important role in the development of hospital and the effective implementation of health care policy.
