权力互动视角下的政府网络信息公开——基于对省级政府网络理政能力的实证分析

摘　　要：[目的/意义]信息就是权力,信息公开对国家权力和社会权力互动有着重要意义。该文视网络信息公开为政府治理体系和治理能力的重要组成部分,并将其置于舆论新格局的现实背景中。[方法/过程]依托"省级政府网络理政能力评估"这一实证研究结果,透过社会权力和国家权力互动的理论视角和研究框架,分析省级政府网络信息公开的现状。[结果/结论]研究发现,省级政府网络信息公开的效率不断提升而在民主层面上的互动、服务、分权、参与、监督等较为稀缺,而且还存在较为普遍的"信息孤岛"现象。该文探讨了这一难以相容于舆论新格局的现象和问题,认为政府网络信息公开的目标是互动和服务,并提出了改善现状的具体建议。[ Purpose/Significance ] This paper regards the openness of information on the internet as the important part of the governance system and ability for the government. Placing it in the real background of the new pattern of public opinion. [ Method/Process] Relying on the empirical research of the ＂ The Capability Assessment of the Network Governance for the Provincial Government＂, through the framework of interaction between social power and state power. [ Result/Condusion ~ This paper analyzes the status quo of the openness a- bout the provincial Government information on the interact, and especially discusses the phenomenon of ＇ the isolated island without information＂ existing in the openness of interact information and the problem of being incompatible to the new pattern of the public opinion. Fi- nally suggestions are put forward.
