摘　　要：云计算下读者个人信息的安全频遭破坏,因此读者人格被侵害且信息利用被妨碍,图书馆核心价值的实现也遇阻。为应对前述风险,我国宜立足于图书馆云计算建设的实情并借鉴欧美经验,通过制度设计来治理图书馆。对馆员进行信息素养教育以完善馆内信息安全管理,再鼓励图书馆加强彼此协作来应对安全风险,进而通过立法来督促图书馆关怀读者人格,并与读者共同维护信息安全。为优化治理效果,我国需要采取与制度相配套的措施,如将图书馆构造成学习型组织,以便于教育的开展;又如拓展图书馆学会等行业组织的职能,从而帮助与引导图书馆获取并利用信息。在制度实施中,治理者需要克服图书馆现有机制对馆际协作所构成的障碍。As readers＇ personal information safety is infringed frequently under cloud computing, their personality and utiliza- tion of information are also in danger, which slows down the realization of core values of library. In order to cope with such risks, it is helpful for China to establish regulations based on the current situation of library cloud computing construction in home as well as the experience of EU and US. First, it should nurture librarians＇ information literacy to enhance information safety management in libraries. And then, the cooperation among libraries in the field of safety settlement should be encouraged. Furthermore, legislations should be used to urge libraries paying humane care to readers and maintain information safety with readers. To improve the effective- ness of governance, the corresponding measures should be adopted, such as constructing libraries as learning organizations for the convenience of education, and expanding the functions of industrial organizations like library academic committee to help and guide libraries access and use information. In the practice of regulations, governors should conciliate the barriers caused by current mecha- nism to the cooperation among libraries.
