摘　　要：耕地资源作为农业生产必不可少的要素,关系着国家的粮食安全和社会经济的持续稳定。但在人口不断膨胀和土地快速城镇化背景下,耕地资源的数量、质量和功能不断下滑。以昌黎县为例,对影响昌黎县耕地资源安全的因素进行了大量调查,构建了昌黎县耕地资源安全评价的指标体系,从数量安全、质量安全和生态安全角度对昌黎县的耕地资源进行多层次的综合评价,并对耕地资源的安全状态进行了分析。最后,结合评价结果,并依据该县域耕地资源开发利用的实际情况,有针对性地提出了昌黎县耕地资源开发、利用和整治保护的相关对策与建议。As the basic support condition of agricultural production,cultivated land resource is the foundation of national food security and social stability. However,under the background of the rapid expansion of popula-tion and urbanization,the quantity,quality and function of cultivated land are continuous decline. This study takes Changli County for example, carries lots of investigation on security influence factors of cultivated land resources,and constructes index system of security evaluation. Then evaluates the quantity security,quality se-curity,ecological security and comprehensive security to cultivated land resource in Changli County,and ana-lyzes the safety station to cultivated land resources of Changli County. Finally, according to the actual utility conditions of the cultivated land resources in the county,the study put forward the countermeasures and sug-gestions on the development of cultivated land resource,utilization consolidation and protection.
