摘 要:与规划编制开展全程互动是规划环评的首要技术原则。基于我国数十个港口总体规划环评的经验,以宁波-舟山港规划环评为案例,探讨了港口规划环评与规划全程互动的目的与意义,提出了互动的三个主要阶段,即规划启动时的"理念互通"阶段、规划方案研究时的"协同工作"阶段和规划报告完成后的"评估优化"阶段,分析了各阶段互动的方式和预期成果,以期探讨在港口规划环评中开展全程互动的机制与有效模式。Keeping interaction with the planning is the primary technical principle for planning EIA. Based on the experience of dozens of port planning EIA and the case study of Ningbo-Zhoushan port, this paper firstly discussed the purpose and meaning of the interaction between port planning EIA and planning. Secondly, three interaction stages were proposed, namely “concept communication” stage at the beginning of p lanning, “work together” stage while studying the planning sch em e, and “ evaluation and optimization” stage after the planning. Thirdly, this paper analyzed the methods and expected outcomes for the interaction mentioned above. At the end , the effective mode and mechanism of interaction between planning EIA and planning were concluded.
