摘　　要：我国对通信基站建设项目实行的环境影响评价、环境保护竣工验收和"三同时"制度,在预防和减轻电磁环境污染中起到了重要作用。随着"宽带中国"、"互联网+"等国家发展战略的实施,移动通信行业进入了高速发展阶段,现有环评审批、环保竣工验收及监管模式暴露出一定的局限性和不足。通过调研了解国内外基站环境监管现状,分析了国内移动通信基站环保审批及监管方面存在的问题,并有针对性地提出了简化审批、完善监管的建议。In the construction of communication base station, the environmental impact assessment, check ＆ acceptance of environmental protection, and “three simultaneous system ” have been implemented by the administrative department of environmental protection in China. These laws, regulations and rules have been playing an important role in preventing and reducing environmental pollution. Due to the particularity of the communication industry and national development strategy implementation such as the “broadband China” and ‘‘Internet＋ ”,the existing EIA approval, completion acceptance of environmental protection and regulatory model have certain limitations when used in the communication industry. This paper investigated the current situation of environmental regulations in domestic and foreign base stations, analyzed the problems of environmental approval and supervision in domestic mobile communication base stations, and finally put forward proposals to simplify the approvals and perfect the supervision.
