摘  要:近十年国民经济快速发展,矿山技术工艺和装备水平极大提高,推动了我国矿产节约和综合利用水平提高。主要表现为:一是采选水平稳步提高,开采回采率和选矿回收率总体处于较高水平;二是尾矿的矿山固废堆存量大,利用潜力巨大;三是近年我国废旧金属回收发展较快,积存的大量废旧产品已经进入回收再利用的窗口期,有望减少对原矿资源的消耗。2012年以来,受国内外经济增速放缓影响,主要矿产品价格持续大幅下跌,矿山综合利用产值大幅回落。当前亟需开展全国范围矿产资源综合利用调查评价,推广先进技术,建立综合利用税收优惠制度,引导矿山企业自觉节约利用各种资源,进一步优化矿山"三率",提高尾矿利用、废旧金属的资源化水平,从而推动全国矿产资源节约与综合利用水平的提高。With rapid development of national economy in last decade, mining technology and e-quipment have been improved greatly, which promotes comprehensive utilization of mineral re-sources in China. Firstly, with the steady progress in mining and processing, the respective recov-eries maintains at the relatively high level; secondly, the abundant storage of mining solid waste has a huge utilization potential; thirdly, the accumulated scrap metals are gradually recovered, which decreases the consumption of raw mineral resources. Since 2012, the mining situation con-tinues to deteriorate because of the continuous and sharp decline of minerals price and comprehen-sive utilization value. At present, it is urgent to carry out nationally comprehensive survey and eval-uation of mineral resources, promote advanced technology, establish preferential tax system for comprehensive utilization, guide the mining enterprises to consciously make use of various re-sources, and further optimize u three ra te s o f mine to improve the utilization level of tailings and scrap metal resources. Consequently, conservation and comprehensive utilization level of the na-tional mineral resources could be promoted.
