人力资本投入对区域创新绩效的影响研究——基于知识产权保护制度门限回归

摘　　要：基于2009-2013年度中国23个省市区的面板数据,以区域创新系统知识产权保护强度为门限变量,利用面板门限回归模型,探究不同门限效应下,创新人力资本投入对区域创新绩效影响的差异性。实证研究结果表明创新人力资本投入与滞后二期的专利授权量之间存在显著的三重门限效应,知识产权保护强度处于[0.184,0.256]、[0.256,0.448]及大于0.448时,创新人力资本投入对专利授权量的影响系数分别为0.483、0.682、0.592,促进作用先增后减。创新人力资本投入与滞后三期的新产品销售收入之间均存在显著的双重门限效应,知识产权保护强度处于小于0.140、[0.140,0.980]、大于0.980时,创新人力资本投入对新产品销售收入的影响系数分别为0.503、0.318、0.241,促进作用渐小。在实证研究的基础上,从人才机制的完善、提升知识产权保护强度及科研成果有效转化三方面,提出促进人力资本投入对创新绩效的推动作用的对策。Based on the panel data of China＇s 23 provinces and cities from 2009 to 2013 year,the paper uses the panel threshold regression model to explore the impact of innovation human capital investment on performance under different threshold effects with intellectual property protection intensity of regional innovation system as the threshold variable. Empirical study results show that there is significant three threshold effect of innovation human capital investment on the lag two period of patent license quantity,and the influence coefficients of the innovation human capital investment on patent license quantity are 0. 483,0. 682,0. 592,when intellectual property protection intensities are in the interval of [0. 184,0. 256],[0. 256,0. 448]and more than 0. 448 respectively. The promotion effect first increases and then decreases. And there is significant two threshold effect of innovation human capital investment on the lag three period of new product sales revenue,and the influence coefficients of the innovation human capital investment on new product sales revenue are 0. 503,0. 318,0. 241 when intellectual property protection intensities are in the interval of less than 0. 140,[0. 140,0.980 ],and more than 0. 980 respectively. The promotion effect gradually decreases. On the basis of empirical research,put forward the measures to promote the promoting effect of human capital investment on innovation performance from three aspects of the improvement of talent mechanism,improvement of intellectual property protection intensity,and effective transformation of scientific research achievements.
