太原市产科新生儿预防接种信息管理系统的应用与实施现状分析

摘　　要：目的评价山西省免疫规划信息平台医院产科新生儿接种管理系统(简称山西省产院规划信息系统)的实现及实施效果,评价该系统新生儿信息采集的覆盖率、准确性、完整性。方法通过使用服务器/客户端(Client/Server,C/S)架构,建立省-市-县各级产院平台,实现全太原市60家产科预防接种单位用户和11个疾病预防控制机构系统管理用户以及246家二级预防接种单位客户端,对产科新生儿基本信息和两苗信息的管理。产科接种大夫在完成接种后,将新生儿的个案信息录入山西省产院规划信息系统,该信息会自动上传至省-市-县各级产院平台,而后由我太原市246家已经安装了儿童预防接种信息化管理系统(由沈苏公司开发,简称金苗客户端)的二级预防接种单位,依据设定的条件下载并管理本辖区范围内儿童个案信息,完成平台和客户端之间的数据连接。结果山西省产院规划信息系统于2016年11月1日正式全面启动,太原市产科单位覆盖率100%。从2016年11月1日起至2017年3月30日,系统共收集29 628名新生儿的个案信息,相较之前的工作模式,新生儿个案信息的基本信息更完整、两苗信息更准确。结论山西省产院规划信息系统的实施和应用,首先摸清了太原市出生人口数,其次提高了儿童个案信息采集的及时性与准确性,解决了省内流动儿童异地数据共享困难的难题,也从根本上避免了重复建立电子档案的可能性。Objective To evaluate the implementation and implementation effect of Shanxi immunization planning information platform and neonatal vaccination management system （Shanxi Maternity Hospital Planning Information System）, and evaluate the coverage,accuracy and integrity of the newborn information collection system. Methods C/S structure was used to establish the maternity platform at province-city-county level, achieve 60 obstetric prophylactic users, 11 disease prevention and control institutions system management users, and 246 secondary vaccination units, and manage the basic information of neonatal and vaccine information. Obsterician would enter the basic information of neonatal into Shanxi Maternity Hospital Planning Information System after vaccination. This information would be updated automatically to Province-City-County tri-level maternity hospital platform. After that, the 246 vaccination units which already installed the vaccination client system （JINMIAO System） would download the neonatal immunization information in corresponding district based on the pre-set criterion and complete the information transfer between platform and client unit meanwhile. Results Shanxi Maternity Hospital Planning Information officially started on Nov 1,2016 and totally covered obstetric units. Since this system performed,29 628 neonatal information had been collected as of 30 March 2017. The basle information of the neonatal was more complete and the immunization information was more accurate when compared with the previous work pattern. Conclusion The implementation and application of Shanxi Maternity Hospital Planning Information System help us obtain birth population in Taiyuan city;improve the timeliness and accuracy of children＇s information collection; avoid duplication of electronic files, and also solve the problem of the data sharing of migrant children in Shanxi province.
