摘　　要：人力资源建设是公共卫生体系建设的关键环节。通过对青岛市某区社区卫生服务机构专职公共卫生从业人员现状的调查,分析查找出公共卫生人才队伍建设存在的人员配备不足、性别比例失调和"双低双老"等问题,并结合工作实际,提出了详尽具体、切实可行的对策建议,以提高公共卫生从业人员队伍整体素质,提升业务能力和服务水平。Human resource was the key factor of public health system. It analyzed the current situation of public health staffs in a dis- trict of Qingdao, and ould out the existing problems of human resource, such as inadequate amount, sex ratio imbalance and ＂Dual low, Dual old＂. On the basis of working practice, it provided detailed and practical proposal, in order to enhance the comprehensive quality of public health staffs and to improve their working ability and service.
