简析安倍政府国际秩序构想及实质

摘　　要：安倍政府的国际秩序构想,主要包括以价值观外交为旗帜、创建海洋国家联盟和维护由发达国家主导的国际经济秩序三个基本内容。这是其构建国际新秩序的三驾马车,三者之间彼此关联,相互依托。其目的是维护日本的既得利益,试图由日本主导亚太和印度洋地区的未来发展,但损害了地区之内中国等发展中国家的利益。它带有很强的对抗性和针对性,是冷战对立政策在新世纪的某种延续和翻版,实质是以国家实力为基础,通过维持和组建国际政治、安全和经济联盟,谋划地区和世界的领导地位,追求日本国家利益最大化的现实主义外交与国际秩序架构。The thought relating to international order design of the Abe administration consists of value - oriented diplomacy, maritime alliance of the dominance of international economic order by by the developed countries. The three aspects above are closely linked with each other, with the purpose of safeguarding Japan＇s national interests and dominating the future developments in Asian - Pacific region. The international order Japan promotes, characterized with antagonism and targeted strategy that can be regarded as the continuation of the opposing policies in the Cold War era, harms the interests of the developing countries such as China. Its essence is to maximize Japan＇ s national interests and build the international order favorable to Japan throughout building the international political, economic and military alliances and seeking regional and world leadership.
