开发“一带一路一道(北极航道)”建设的战略内涵与构想

摘　　要：2016年8月,习近平总书记在推进"一带一路"建设工作座谈会上指出,"一带一路"建设从无到有、由点及面,进度和成果都超出预期。从更长远的视角看,中国作为世界最大的贸易体、最大的航运业国家,需要前瞻性地考虑"一带一路"的2.0版本。为此,本文提出"一带一路一道(北极航道)"的战略设想,并对"一带一路"2.0版本在安全、高效和环保方面的战略内涵进行深入分析,最后提出尽快制定中长期北极战略的"三步走"构想:从生态科考到基础设施建设合作,最后实现"一带一路一道"全线通航。全面促进经济全球化、贸易全球化、投资全球化,为21世纪世界发展提供新思路、新构想、新路径、新方案。On August 2016,President Xi Jinping pointed out that the Belt and Road initiative had made great and unexpected achievements in recent years.As the worlds largest country of foreign trade and largest shipping industry country,China has a strategic need for developing a 2.0 version for the Belt and Road initiative from a long-term point of view.This article puts forward the Belt and Road and Route(Arctic Channel)initiative and highlights it as a safer,more efficient and environmental friendly strategy compared with the Belt and Road initiative.The authors suggest that the Belt,and Road and Route initiative should phase in a substantive stage as soon as possible,and put forward a three-step proposal in the implementation of one route:starting from ecological expedition to cooperation in infrastructure construction,and finally achieving the goal of full line navigation.It is believed that the Belt and Road and Route(Arctic Channel)initiative will promote the globalization of economic development,trade and investment in a profound way,and build a new era of world development in the twenty-first Century.
