韩国图书馆出版物国际交换与赠送机制研究——对外文化传播视角

摘　　要：韩国政府以具有国家图书馆职能的国立中央图书馆与国立议会图书馆为抓手,大力推动韩国图书馆对外文化传播事业的发展。两馆以国家立法为手段明确出版物交换职能,以签订协议为框架规约出版物交换合作,以灵活务实为方针开展出版物交换工作。同时,两馆协同制订从组织策划、协商确定、具体实施到评价反馈的一系列规范化、精细化管理运行机制,共同推动"韩国之窗"赠送项目的发展。我国应借鉴韩国图书馆对外文化传播的成功模式,以健全的法制体系为保障,以完善的政策为措施,以各级图书馆为主体,集成各类型图书馆业务优势,将图书馆工作同对外文化传播事业紧密结合。The Government of the Republic of Korea takes the National Library of Korea and the National Assembly Library as the starting points to promote the development of Korean libraries＇ international cultural communication. The two libraries use national legislation as a means to clarify the functions of publications exchange, adopt signed agreement as the framework to restrain the exchange of cooperation, and exercise publications exchange under flexible and pragmatic guidelines. At the same time, the two libraries work together to formulate a series of standardized and detailed operation mechanisms from organization planning, consultation, implementation, and evaluation and feedback, so as to jointly promote the development of the donation project ＂Korean Window＂. We should learn from the successful mode of Korean libraries＇ international culture communication, establish a comprehensive legal system as a protection, devise a thorough policy system as a measure, extend the subject to libraries at all levels, synthesize advantages of various types of library, and integrate libraries＇ works with international cultural communication closely.
