摘　　要：社会资本参与基础设施的建设是提升小城镇发展水平、缓解资金压力的有效途径。对湖北的调研表明,当前的障碍主要体现于六大因素,即思想观念、发展规划、管理协调、市场进入与退出、规模经济、融资渠道,其实质主要是围绕社会资本进入小城镇基础设施领域的一系列体制机制的滞后性。因此,破解这一难题应从相关制度创新、体制改革入手。Social capital participation in the construction of infrastructure is an effective way to enhance the development level of small towns and alleviate the pressure of capital. Research on Hubei shows that the current obstacles are mainly reflected in the six factors, namely, ideas, development planning, management coordina-tion, market entry and exit, economies of scale, financing channels, its essence is mainly around the social capital into the small town infrastructure The lag of a series of institutional mechanisms. Therefore, the crack of this problem should be related to institutional innovation, institutional reform to start.
